Minister Qamar Zaman Kaira told the SCO members that Pakistan's support to the SCO's objectives and committed participation during the last two years, built its strong credentials for full membership. "We look forward to working with the SCO as a full member so that together we can steer the region towards a more prosperous and secure future. Pakistan would like to work for the shared prosperity of the region".

However, while talking about shared prosperity and common economic goals, the Information Minister took the opportunity to once again highlight the impediments especially the impediment of terrorism: "Pakistan realises that terrorism is a major threat for the countries of the region and the SCO. It restrains us from achieving economic connectivity and integration in the region. For this reason, we attach great importance to SCO's counter-terrorism efforts. We would like to work with SCO's Regional Counter-Terrorism Structure bases in Tashkent". Qamar Zaman Kaira also welcomed SCO's decision to accept Afghanistan as an Observer State and Turkey as a Dialogue Partner to the SCO.
